    A troubling revelation has broken regarding a mental health bill recently defeated in Connecticut during this calendar year. Had it passed, that bill could have possibly taken Adam Lanza off the streets so he would not have been free to commit his heinous act on December 14.

    In February 2012, Connecticut Senate Bill 452 (SB452) was put forward to remedy the fact that Connecticut was one of less than ten states in the U.S. to lack an “assisted outpatient treatment” (AOT) law.

    But the bill was passed to Connecticut’s Joint Committee on Judiciary in March, where it quietly faded away because of opposition by those who viewed it as “egregious” and “outrageously discriminatory.”

    Had this law passed, it may have forced Adam Lanza to be treated for his alleged mental illness instead of allowing him to roam free, and ultimately to kill 26 persons and himself in a vindictive rage on Friday.

    Although there is some variation, the way these laws work in other states is simple: AOT laws preempt older statutes that only allow the mentally ill to be forcibly institutionalized for treatment if they’ve done harm to themselves or others. This is possible because AOT laws allow a state to institutionalize a mentally ill person for treatment if the state has reason to suspect such institutionalization will prevent the individual from doing harm to self or others.

    Why didn’t the legislation pass? Because the ACLU and other “civil liberties” groups and individuals cried foul. The ACLU in particular said 452 would “infringe on patients’ privacy rights by expanding [the circle of] who can medicate individuals without their consent.” They also said it infringed on patient rights by reducing the number of doctors’ opinions necessary to commit someone to institutionalization.

    To be clear, no one can know that the passage of SB452 would have stopped Lanza for sure, as there’s no guarantee a doctor or mental specialist would have seen the warning signs in time to institutionalize him for treatment.

    However, it is worth noting that proponents of SB452 had the prevention of situations like Friday’s shooting in mind when they tried to provide Connecticut residents with another layer of protection from the mentally ill (and criminal).

    Facts are facts. These events occur in “Gun Free Zones” precisely and in part because they are gun free zones. Also known as “The Killing Fields” because no one can effectily fight back when the moment matters.

    There are approximately 100,000 deaths per year in the US due to the direct, or the indirect effects of alcohol. There is no talk of banning alcohol because the majority of the politicians are boozers. How many deaths occur due to obesity, heart disease, diabetes, etc., which can be traced back to fat and sugar intake and lifestyles. No one seems to care about the incredible number of shootings per week that occur in Chicago. This year Chicago is on schedule to top out at around 2,500 shootings and 500 deaths. For those without a calculator that is ~ 48 shootings and ~ 10 deaths per week. Why is this not an issue, yet the CT shooting is? Politicians typically want to ban guns and this is a political issue they can exploit to said effect. The weekly Chicago killings are just not what make political hay. Plus, the politicians have no idea how to deal with evil. They work hard to not hurt the bad guys’ feelings and deal with these types of issues by going after the Constitutional rights of honest, law abiding citizens. Milk and warm cookies for the bad guys. Our politicians are in dire need of a dose of reality along with the need to grow a set.

    Gladiator, such laws are a double edge sword. Yes, they can force people to get help, meds, etc but who makes the decisions and based on what? Having experienced a divorce where no quarter was given or accepted, trust me, such a law has a lot of leeway for abuse if not properly controlled and I don’t trust the courts or bureaucrats to be making those types of decisions. Look at asset forfeiture laws. Good theory but they have been abused and turned into cash machines by the Feds, the states and the locals. I agree that there needs to be some path to get people off the streets like that but I just don’t have faith in the government to do it.

Jamie Foxx would be the perfect lead actor. Let’s call it, and and of course , this is a Hollywood fantasy to drive traffic to their movies. Let’s call it “Green Hell”. The plot might be simple: the country is broke. EBTs are cancelled. Public Housing receives no funding and all residents are ejected out of public housing projects over one weekend. Obamaphones are shut off, so the good and bad guys can no longer communicate. So to save the day, the solar companies and wind farm companies drop 4 million 22 ruger pistols, 40 million LR 22 rounds of ammo, 40 tons of crack, and 40 million condoms on former public housing projects. Jamie Foxx could be the new superhero to collect up and organize the rebellion to regain their EBTs . Many folks in the US read Ayn Rand’s masterpiece ATLAS SHRUGGED, and then go on strike for 40 days and 40 nights, and hide out in their well defended homes with plenty of food , water , and other necessary things to live (toilet paper comes to mind). At the end of 40 days and 40 nights, we all look up and see what happened. This is an outrageously cool movie idea. The script shows who stayed home and the brave folks that attack everyone to implement the “green hell” that is our future, where noone has electricity anymore. This has ALL of the elements: sex , violence, hatred, love, hope , change, and all of the rest of human emotions. What say you mr weinstein ? Can you fund this ?

    Yes, this will be news for a few cycles. Yes, the Marxists will try to get something, but I think the Hard Left will be sorely disappointed by the President, because I do not think he’s willing or ready to reach that far – yet. Look for “Mental Health” to be the big one that slips in the matrix out of Connecticut. I think that is where he will look for a “Victory” on this one. Bi-polar? No 2A for you. Ever take a sleeping pill? No 2A for you.

    He’ll reach and expand the scope of “Prohibited Persons” more than he’ll worry about the mechanics of the firearms.

    I agree. There will be a lot of sound and fury about new gun bans but while we’re distracted by that they will quietly expand the definition of “prohibited person”.
    Almost 30 years ago during my divorce in a particularly low point when I was filled with despair I got some professional help and after an hour of talking I was fine. I’m afraid it may come back to bite me.

    single stack @ #: I don’t usually listen to Michael Savage, but Friday he was advocating that no-one who is taking anti-depressants should have guns, simply because all these whack-jobs who go on shooting rampages are on anti-depressants. Completely ignoring that maybe the anti-depressants weren’t the problem, but rather that the whack-jobs needed to be on different psych meds instead, or better yet in many cases, locked up.

    As for Connecticut closing their psych hospitals, they closed the Norwich hospital with one shift’s notice, and if a bed couldn’t be found for someone, as was the case for most, they were just released, including people like one of my husband’s coworker’s aunts, who was fine when she wasn’t depressed, but when depressed (and she’d get depressed very quickly over very minor things, like cloudy days) she’d decide to kill a few people before killing herself, because life was so awful she needed to save others from it too. But there just weren’t enough available beds in the state for all those who really, really, needed to be institutionalized when they closed the hospitals.

    I tried listening to Michael Savage a few years ago. The more I listened the less I liked. I can’t stand him.

    I think the rise of mass shootings is due to two related factors. First, the left has debauched our culture. The good is hated for being the good and evil is celebrated.
    Second, the deinstitutionalization of the mentally ill has made it impossible to help them. Dangerously ill people are walking around with no one able to keep them from hurting others. Lanza had serious problems that were not being dealt with effectively. The guy that threw the other man onto the subway tracks a few days ago said the voices told him to do it.
    Thanks to the ACLU and other leftists we can’t do anything for these people. We can only hope that someone is there with a gun to stop them when they go off. This is tragic beyond measure.

    “Deinstitutionalizing” is a fancy word for “..being batted back and forth between clinical and penal agencies who are both too overbooked, understaffed and undertrained/equipped/funded to cover all comers”.
    Probation/parole/judicial people are NOT psychologists,, but they have the last word on who’s a crook and who needs therapy/drugs/hugs, so, by watching how today’s cases are being closed/resolved/ pigeon-holed ,,it’s a tossup as to who’s crazier, the inmates or the keepers.
    With the downsizing of the many agencies responsible for dealing with ’em in most cities lately, the deck get’s stacked higher against them daily.
    Until we can field a better array of experts (NOT possible in THIS economy!), expect the insanity to continue towards exothermic.
    AS IF,, I needed any more reasons to drink.
